moisture content of plywood

Im building a plywood/glass boat and i have concerns about humidity and moisture content of the plywood. I'm probably building this thing in less than ideal conditions, and im worried about what may happen down the road.
If i completely seal a pannel with epoxy on a cool humid day, will it delaminate or burst on a hot dry day in the sun? What is the ideal moisture content for plywood(I think it's about 13% but not sure)? and can we determine the woods moisture content by the temperature and relative humidity of it's enviornment? any insight into this matter would be appreciated.
