making a casting deck

hi ,I have a 16' grew with a 40 horse on her ,i was wondering if i could cut the front of the boat out to make a small deck for a swivel chair,and some storage under it ,the deck will be appr.18" lower than the top of the boat i would use treated ply ,make stringers across and glass them to the hull,will this take away the strength or is this possible?
