Back to work .. Hole size in question...

Ok holidays are over and springs around the corner . Half to loose 20 lbs..
and get the lead out. QUESTION..... Hole in the upper topside . approx. 16'' in dia. By the time it is cleaned up .It has a foam core, Can I Fix this with a solid lay-up of frp or should I replace the core.. Is there a size of hole that would determine replacement of the core? Its a pretty good size hole . If smaller I would fix with just a lay-up
But I'm in between with my decision. So I must ask .

THE BOAT.......... 24'' Runabout ski boat- Recreation
THE HOLE.........Approx 16'' Dia. Front upper topside just above waterline about 3'' And about 5' Back from Bow.

Simply not sure................Any advice would be appreciated
