Reinforce under the pedestal area with an extra layer of ply underneath beforehand, or afterward on top of the deck with a circular piece with tapered edges a little bigger than the pedestal base glassed in to the deck. Lounge seating usually has cleats screwed to the deck and the sides of the seat base screwed to them. Caulk everything all to hell. Even so, screws seem to introduce moisture through heating and cooling and condensing vapor. Another problem is water getting inside the pedestal base (and the lounge base) and not being able to drain out. It is a tossup (on the pedestal base ) on whether it's better to drill a drain hole in the base that might let water in or to not drill one and trap water that might get in and can't get out.
