Two minutes, lots of time.

Sound the alarm, seal off the bulkheads, discharge the CO2, surface and have a coffee. Ventilate.

Electric boat builders: only one I am familiar with is ELCO but there are others http://www.elcomotoryachts.com/

Nigel Calder is a leading authority on this. You could probably get in touch with him through ABYC www.abycinc.org

Strangely enough, before I answered this post I had received my copy of Professional Boatbuilder but had not yet read it. If I had I would have known it answers your questions about hybrids. You need to get a copy of the November 2010 issue of Professional Boatbuilder pbb#127. It has a lengthy article on hybrid systems. See http://www.proboat.com/ for digital issues.
