In Russia You can get education in Naval Architecture in St.Petersburg (marine), Nijny Novgorod (inland waterways) and Vladivistok (Far East). In Ukraine options are Nikolaev, Sevastopol and Odessa. All teaching is in Russian, level is reasonable, cost of tution for Ukraine is about 1,000 USD per year. Normally takes 5 years (bachellor plus 1 year for 'specialist level', but several months of pre-study are required for language).

Aside from the educational levels, Novgorod is a realy small city. A large lake and mainly small fishermen, lots of culture though, but a fairly poor regeon. For "inspiration" and hands on experience, I'd advice St.Petersburg.
Good luck!

By the way, Novgorod and Nijny Novgorod are different places Latter is center of porvince and is known for shipbuilding and ship design, specially hydrofoil craft.

Shame I'm already back home, but I allready desided to return...
Nijny Novgorod will be on the list then! (found it hard to believe Novgorod was on of the centers for naval architects)
Thanks for your comment.
Regards,

Sander
