digitizing the lines plans drawing

hello everybody..
I'm fahmi from Malaysia. I'm studied at university technology Malaysia and i take the marine technology course. now I'm in final year in my studied and my final project topic is hull form design from digitized line plan drawing(scanned picture). i got some problem regarding how to digitize the lines plan drawing.
on the other words i need to extract the drawing to get the offset data.
i need to develop the computer program in order to digitize the lines plan drawing.
what is the suitable computer program that i need to use.

i will give the description about how this computer program works..

1. the program must be able to read the jpeg file(scanned drawing) and display on the screen.
2. the program must allow the cursor to move in order to pointing the lines on the drawing.
3. once we click on the 1 point on the drawing, the program must be able to extract the data.i.e in form on coordinate x and y.
4. the data must be save in note pad file and can be used on the future.

i will appreciate if somebody can help me in how to develop the such kind of computer program.
if there there are any confusing regarding on my question,

Most cad programs can digitize scans when the quality is very good.

You can save them as dxf, then import in a program like maxsurf or even freeship to extract offsets.

Try Free!Ship. Review the Users Manual on the operation. You will be required to scale your drawing when you import the image -> from a "blank screen" right click the mouse and an option to import the image as a background should appear. You will need to digitize the three views - plan, profile, and half-section.

I use Rhino to do it. You can place the scaned lines drawing in the background and trace the lines. Then scale the drawing up to actual size, fair the lines and loft the surface. Then you can cut new sections and waterlines and fair the lines again if you need to. Note in the attached screen shot that the scan is always rough, especially when the drawing was hand drawn. The red lines are the curves drawn with rhino

All nice thoughts mates,

but many CAD programs can digitalize the lines in a easier way as far as the scan is absolutely perfect.

thanks for your suggestion.i will try it out.if there are any confused i will refer to you all.
by the way.
anybody can suggest me what kind of computer program (matlab, fortran, pascal etc) can be used to develop this such of requirement.

Late answer, but, I think the Rhino method described above is best.
Maybe Freeship and others can do similar.

With that method you build actually a fair and smooth hull with lines that approximate the more or less fair scanned drawing. You section your hull and modify as needed until you are close enough the scan, and still have a fair hull.
