USA federal and state law for boat over 20 feet

I'm looking for USA fenderal and state law for boat over 20 feet (23) , design standard .

 

What kind of boat?

BTW, it's "federal", not "fenderal".

In the States, boats and other vessels which are not required to be inspected and which carry a certificate of inspection issued by the U.S. Coast Guard are registered with the state where they are home-ported. The states mandate things like carrying approved safety equipment for all those aboard, but otherwise do not specify design or construction features of the vessel itself.

The regulations which inspected vessels must meet are contained in two parts of the Code of Federal Regulations, Title 46 and Title 33. You can find these regulations here:

The regulations are revised annually. Select the year in which you are interested, and which Title you want to download.

There are no design standards at a limit of 20 feet or more. Some requirements like fuel systems, lights etc. can be found in the ABYC site. The CFR has some other regulations which are mandatory as opposed to optional from ABYC. However, following ABYC gives you legal protection.
