Which scantling rule / method is best?

AS4132 parts 1 & 3 will give a pretty honest result for a boat like that. Plenty of Australian boats around designed unter that rule.

If this is a one off for you, it is probably best that you find someone who is familar with the standard you choose. Learning standards is not all that an easy task and they do take some time to find the ins and outs of each one.

For a recreational boat in oz you will also need to look at AS 1799.

Here is the LR rule on lengths

Pt 3, Ch 1.1.1 The rules apply to sea going motor, sailing and auxillary craft of normal form, proportions and speed, generally not exceeding a scantling length of 150 meters.
And
Pt 4 Ch 1.1.8 Yachts over 24 meters overall length, Loa maybe the subject of National or International regulations concerning constructions, safety and manning and compliance with these regulations is the responsibility of the Owners and the Builders.------
