Question about ABS HSC 2012

Hello,

In the rule 2012, I note that the design area factor (Fd) is not linked with the ratio Ad/Ar, but on the stiffener space for the craft < 24 m.

Suppose that on a boat, the longitudinal space is 0.25 m, the transversal frame space is 1 m and transverse frame unsupported lenght is 3 m, is it correct to said that :
Fd for plating is 0.85
Fd for longitudinal is 0.5
Fd for transversal frame is 0.4

It seems to me that this new rule is a simplificaton of the rule used for ABS ORY.
