IMO Tier II exemption?

Hi everybody, I want to ask a question about IMOT Tier II regulation. Marine sector is under the pressure of global crissis.Is there possible exemption due to global crissis?

I've seen nothing in recent releases from the IMO to indicate that they will accept "recession" as an excuse for failing to comply with the rules.
