where can I find a good directive of the yacht codes which specify the certain stability criteria specific to the size and function boat. For an non recreational craft, over 24m and for use offshore in any condition.

Could you explain better what you intend? Yachts are recreational craft...
Do you want a Code for yachts of for non-recreational craft? Only stability related?

As Gonzo referred above flag is of utmost importance for additional requirements.

For a non-recreational craft with more than 24m please refer to IMO MSC.265(85) International Code on Intact Stability 2008 (which can be found here http://www5.imo.org/SharePoint/mainf...0&topic_id=435).
