What kind of sailor is this?

hey everyone, I'm new here so yea hiya

I went out for a drive today and found this sailor. I remember seeing her come into the bay about 8 years ago and never really thought anything of it. It seems she has been sitting there and has not been used. Can anyone tell me who the designer MIGHT be??
