What are chine endplates?

I'm not sure what they are. I assume its like a spray rail located on the chine. Any info would be helpfull and proper application information would also be beneficial.
PS. Kudos to Joseph Joelbel who presented the dynaplane seminar at this year's IBEX in Miami,Fl.
