MESSabout: Yes, I think you are partially correct about the condensation forming within the enclosed space under the deck; however, it doesn't explain the larger quantity of water that appears after each rainstorm. Still looking...

Quicksilver: To follow-up your suggestion, I filtered and dried the red mixture. Then I scraped up a bit of it and applied a magnet. No pickup...so it's not rust.
