Does anyone know of an "over the counter" model of a good modern sail boat hull that I can use for testing keels and rudders ???

A solidworks file would work too.

Go to amya.org and look under "Suppliers"; you'll find many hulls of different length and cost.

You might also try www.onemetre.net which is Lester Gilberts excellent site on the IOM class. Many experiments and ideas related to model performance are detailed.
Some things to keep very much in mind are that testing foils on small models can give misleading results; for instance on a one meter CBTF model designed by one of the best model designers in the world-Graham Bantock- it was found that rather than the high aspect twin foils usually associated with CBTF 3/1 aspect ratio worked best.
It has also been proven that thin foils of 6-7% t/c ratio are superior to thicker foils by a large margin. In fact, on a CBTF model it is more important that the canting keel strut be a thin section as above than that the wetted surface is reduced as per CBTF "doctrine".
