USCG Boatbuilders Regulations

Do boats, built for personal use by owners, have to adhere to the USCG BOATBUILDERS REGULATIONS?

Yes, those are minimum safety standards for all boats.

This has been discussed previously.

All boats have to carry the equipement required by USCG regulations when on Federal waters.

The USCG boatbuilder regulations including floatation, capacity label and power rating standards are only requirements for boats built for sale. Also, various standards are only applicable to certain types and sizes of boats. If you build a boat for yourself and never sell it then they are not required. If you build a boat for yourself and sell it several years later, and you are not building and selling boats on a regular basis then my understanding is the USCG considers that as a boat built for personal use. The grey area is when someone builds regularly builds boats, uses them for a relatively short period of time, and then then sells them.

Ike used to be in the office which administers the regulations and he will probably respond.
