Technical support for design an conversion project for semi-submerge

Hi, friends. I am now in charge of an conversion project from an oil carrier into a semi-submerge vessel. I found that there are no rule for this type vessel among the rule from ABS, DNV or LR. could anyone pls offer me some reference for this conversion or about semi-submerge vessel?

Something like a "SWATH" ?
