To make it a little clearer, Chemical tanker, Oil tanker, etc Slightly different hull form and structures.

You need to hire a naval architect(s), probably a team of engineers and a dozen or so CAD drafters that can flesh out the boring stuff, like conduit runs. There's no short cut to this. On the other hand it's easier and cheaper just to hire a builder that has the vessel type you have in mind as part of their on going business. Then again you might have luck with a stock design off the boards of a NA or builder that already has a tanker to similar specifications to your needs. Lastly, it would be a wise choice to confer with those, that haven't the obvious language difficulties you do. No offense intended Anhdtht, but you have to be able to communicate fairly precisely on a project of this scope, if you expect people to take you seriously.

A different cargo have a different mass properties and they need a different cargo space and differenet hull structure and materials.
This is a principal information about project and also float area, special limits on the size of the ship, which a classification society, maybe need ice class, crew on board and more
You don't need to upset. But you have only a speed and DWT - from this information can not be well-designed ship

I also saw a wine tanker

I'm working for a shipyard and my company will build this vessel in 2012.I'm not a designer so I need know how design a oil tanker.I only know that it carry oil.

It's pretty obvious they've hired the wrong person to "obtain" substantial commercial vessel plans. Anyone as clueless as this, as far as the process, complication and requirements deserves to have a long healthy search. The reasonable thing would be to call a ship yard that builds tankers, but what do I know.
