Taking out the snaps

I am currently fixing up a 1986 Winner Escape 1900 runabout.
Not using any of the snaps that circle the top of the hull for attaching a cover. What's the best way to fill these?

Could I possibly cover or fill those small holes with a snap cover or decorative cover?
