steering foil craft

I understand how you felt BMcf. Possible sudden stops in shallow water has been my constant companion where I go boating and also logs and debris. I am convinced now that above water level (ground effect) is the place to be.Not a helocopter, not an airboat, not a cushion craft, but a mix of all methods. Steering from tilting rotor in any direction,rotor only needs colective pitch control,not collective pitch. Upright control by equalising un-equal left through tilting.
