Steering a cat and trimpad question

Hi,

I'm working a design for a small cat as a day cruiser. Since some waters in the Netherlands are not that deep I consider using two hydrojets for propulsion.

Is a cat very steerable using jets or is it better to use propellors (with or without additional rudders).

Also I'd like to know if trimpads are needed using jets because they are at an 5 degree downward angle (Hamilton Jets powered by a Subaru Impreza car engines).
