sea state 4

i was wondering what type of boat would be good for a sea state 4 or 5. i understand that sea state 5 is like huricane weather, but i looking for a stable boat in sea stage 3 but is able to operate fairly decently in sea states 4 and 5.

Question is too broad. You need to narrow your field. Power? Sail? Length? Mission? Operations? Cost? And what do you mean by SS 4? Beaufort? JONSWAP?, Bretschneider? NATO? Ochi-Hubble? Atlantic? Pacific? North Sea?

There is never an absolute "best"!
