how to consider sea states into account for designing hull structure.
is there any necessity for considering sea state for hull scantlings.

Abishek,

You are correct and this is certainly the case. The more support each quadrant of hull has ...the better...depending on each design criteria. Some types of sea-states... confused seas and chop can tear a boat apart quickly if the operator is going too fast and the boat is not designed for these situations. Even slow-going sail vessels can have serious or fatal damage if they are not sufficiently well-designed for some sea-states they encounter. Your question is fairly general..do you have a specific question..for example..what kind of boat...powerboat vs. sail, recreational or commercial... lake or protected water use...coastal use...or deep water/ocean..make big difference in design needs.

You can look at scantling rules. They have clasifications for different uses. For example, in sheltered waters the scantlings will be lighter.
