problem (plz help)

design apontoon to carry a wieght of 500 KN in sea water ( roh = 1030 kg/m3)
taking the thikness of steel plates 0.5cm ( roh = 7800 kg/m3)
{minimum draft 0.5m & maximum draft 1.5m }

As an academic question, this is one a primary school student should be able to solve in under a minute. As for design requirements.....

What is the minimum freeboard? maximum freeboard?
What are the maximum surge, sway, heavy, roll, pitch, and yaw? their rates? their accelerations?
What is the operational sea spectra? survival spectra?
What is the operational wind speed? survival wind speed?
Deck load?
Paint system? Biofouling rate? Service life? Docking schedule?
Questions? Questions?

I don't know where "pal" is so I can't offer to do it for a couple* beer.

Just in case you are close I will get you started by mentioning that pontoons usually have air in them (cheap) or foam (the water repellent kind).

If this doesn't help I think you should hire Steve thats not a bad rate.
