Pipe-flow propulsion??

Hi everyone,

I am not a boat builder nor aim to be, but am currently working on a small project.

I know that if you dip a cup or a bucket underneath the water it will suck the water in. Now, if I were to make it so that the water only flowed in from one direction, do you think the opposite force from that suction could possibly move a small, light boat forward? The boat will be very light and made out of paper products/paper mache. Could this go somewhere, or am I wasting my time?

I greatly appreciate any responses.
