new guy, opinions needed

hello all,
i'm getting ready to build a small cruiser of some design or another. i have a few study plans so far, but none of them have just what i want. after a few years of sailing an old(built in 1938) converted star sloop, i would like to be a bit drier and much more relaxed at the end of the day.
i came across a set of free plans here in the 2004 archives, namely the "sztrandek", and i like what i see. there has been a comment on another site reguarding it's ballast of 100kg.not being enough. there are no stability numbers published with the plans, and i can't seem to get ahold of it's designer. have any of you seen the plans? what do you think?. i see no problem. it's ballast and sail plan(s) seem to be in line with other boats of similar size and displacement. opinions would be greatly appreciated. thanks in advance.

waveless, thanks for the reply, but sztrandek is a 4.9 m pocket cruiser sailboat. i have no intrest in power boating.
