Maintaining powder coated mast boom.

My spars are all powder coated black, now after a few years I would like shine it up a bit.

I waxed it when new that is not an an issue,

Any idea what can be used to clean the surface, take out minor surface scratches and general dirt without harming the surface?

Rubbing compound from your automotive paint store. It comes in various grits. The most fancy of them is a 3M product called finesseit. Anticipate the use of lots of elbow grease unless you use a buffing machine. If you use a buffer be sure that it is of the LOW speed variety. Take out serious scratches with very fine wet or dry sandpaper and do it wet. Depending on the depth of scratch use 400 for deep gouges and up to 1500 grit for minor scratches. The auto paint store has all that stuff. Big box stores do not.

So treat the surface the same as any paint finish?

Didn't think it was that simple.
