Looking for a small boat to build

I have been looking for plans to build a small boat 14-16ft. I want it to have a good 20" of freeboard or more and at least a 4ft beam. I'm NOT looking for a speed boat. Want it to operate on 9.9hp or less and hold two 230lb men... I have been thinking about the Flat Skiff 14. Heard many good things about it. Would like to know if anybody has any other options. Displacment hull is fine. First choice would be stitch and glue construction. Most importantly it must give a stable ride in a 1 1/2ft chop. Safety over speed. Would rather it rode thru a wave instead of bouncing on the tops of them. Thanks!

I would have alook at John Welsford's Rifleman,

It is lightly buildt with a well sized planing shoe, so you get can cruise comfortably in about 15 knots.

boy with that much beef onboard would look at an ivb
