IACC Rule DSP limits

The formula for the rated Length (L) and Sail area (S)

L = LM*(1+2000*(LM-22.1)^4)
S = SM*(1+0.0001*(SM-320)^4))

limiting possible values of LM, whether larger or smaller than 22.1, and similarly for possible values of SM, again whether larger or smaller than 320. This has the effect of limiting DSP to not less than approx. 23750?

L + 1.25 X S^2 - 9.8DSP^3 <= 24*0.686

Is this what the rule intended, or just incidental due the mathematics of ^4?
