Google JavaFoil and start the Applet.

Set the options page for water parameters.

Select your desired foil profile and you can get lift and drag coefficients.

Force = 0.5 * rho * Coefficient * Speed^2 * plan area

You will also need to alow for strut drag and the wave drag will be significant if the foil is near the surface.
