Performance is a very subjective term that means different things to different people. Performance to me means how well the boat does what I want it to do. With that definition a sailboat is not a very good performer if I want to travel 200 miles in one day. No amount of changes to an existing sailboat will fit that performance bill. If I want to live on a boat in comfort, a rowboat is not a very good performer.

Now you have given exactly zero idea of what you have and what you expect from that design so how can we possibly answer your question?

The best method would be to hire a naval architect who has expertise in those areas. Learning a bit of hydrodynamics and trying to apply it is likely to be a very dangerous course.

All the best,
Leo.

1.) Choose a well-proven design
2.) Choose a naval architect / yacht designer by viewing their work and vessels they've completed comparable to what you desire, or:
3.) Experiment, learn and budget sufficient funds for your mistakes

Your question is too vague. Everything must be known if you expect the best possible design for the conditions you're in. There is no magic answer, but rather a long process of problem solving, calculation, and compromise based on your specific needs and a large body of past experience and similar cases.

What boats are you using now? Can you post photographs or lines? What specific problems or aspects are you looking to improve?

This just for competition research. And we must include ship performance to support the vessels we designing. But the methods use must be different with previous research. Because i m not hydrodynamics background, that why I ask for the suggestion from the expert in this forum

thx for the command. This just for the research in my institution. maybe you know the point to make ship performance good (small fishing vessel), as added bilge keel, or make the hull form with chine.
because I didn't follow the progress of ship performances, so I need this to make my research complete and different with previous research.

Where will these fishing vessels operate?
What vessels are currently operating in the waters you will be focusing on?
How long have these current craft been in use; how did they evolve for the tasks at hand?
What deficiencies do the fishermen fishing in these vessels currently observe?

You have reassumed the driving force behind 10.000 years of boat design and building in just one question. I wouldn't be able to do better.
