    Makes gravity feed possible.

Or if in bottom draining water easier , oil floats on water.

It doesn't say they should be below the top of the tank, it says if they are below the top, you need an easily accessible operable valve on the outside. I'm thinking that's for if a line breaks, all the lube oil won't drain out or be siphoned out.

I don't know the 'status' either, but I'm guessing LO is lubricating oil, ME is main engine, ER is engine room. So I'm guessing a quick closing valve is to be located outside the engine room so in case it is not possible to enter the engine room because of a fire, the lube tank outlet can be shut down from outside the engine room. If the lube tank outlet is below the tank top (such as at the bottom) and that line breaks or is burnt away, all the oil will drain out and feed the fire. With a shut off valve located outside the engine room, if you can't enter the engine room because of fire or something (toxic fumes) the valve can still be shut.

That's just a guess so you might want to verify it somehow.
