Define "small" and "cheap".

Give me a list of German steel boat stock plans sellers and I would be happy to visit their websites. Small steel boat term does not change from man to man. I am looking for a boat shorter than shortest steel boat of Robersts.
Price must be cheaper than Roberts and must be German.

Mustafa, long time no hear! How goes it?

I don't think anyone makes steel boats as small as you want so there probably isn't any plans available. But then again, you don't say what size you're talking about. Without any numbers, the term 'small' or 'big' does change from man to man. Ask any woman.

Also, why do they have to be German? Why not Chinese?

Since you want to cross an ocean in a 4' (!) boat (other thread); just get a German fridge, remove the shelves, remove the door or make sure you can open it from inside the "boat", and launch it. Auf Wiedersehen!
