Fibreglass pontoons

Can anyone tell me or advice me where to go to establish what weights can be carried for the following:
I have two 18m fibreglass pipes made up of 8 sections. The pipes are 1.2m in dia. and a thickness of 20mm. The sections will be sealed with fibreglass and the weight is approx.140kg / m.
It is intended to build a single storey house on the pontoons.
The house boat size will be 20m x 8m
Any help or comments will be appreciated
