If you have access to a good library near to you, ask them to get it in for you.

Sorry, I have only the papers from FAST 1999 and FAST 2001.

I 've got a paper from Blount with the exact same title, but I do not know where it is coming from.
I downloaded it a few months ago in PDF format when a lot of papers were available from Mr Blount's website for free. Unfortunately they are not available any more.
I guess that as it was freely available at that time I can still supply you with a copy.
