Engineering Question Notched Transom and pad

Im working on a 22 foot V bottom with a 20 degree dead rise. The game plan is to notch the transom and install a pad. Now here is the question: Do I notch the transom first and get my angle of atack correct in realtionship to the drive trim or do I install the pad first then notch it??
