Current speed for boat operation

    Hi!!!
    I am hoping someone from this Forum can help me. I have searched and searched internet on some guidelines, rules, criteria for navigation safety vs. current speed for inland waterways.
    Do such guidelines even exist? Or would the boat manufactures specification be able to say at which maximum current speed this type of boat can operate?
    We have a project with man-made canals, and there is a worry that the currents speed there will be too high for the power boats.
    For example, say there is 2 m/s current. My gut feeling is that this current speed is not too high for a 4 person's power boat, but I need the reference! Please, can someone help me?
