Ok, well, details and material properties, not just the "Civil engineer high quality concrete" Thats pretty close to using the words; steel, iron, stainless for a spec. Not detailed enough, in my opinion.

Ok Wellmer Safffffffffffff start working on a fake prototype.
I'll do that. And if he tells them his concrete submarine is designed to operate in the rivers of the southwest to keep illegal immigrants out, and will be equipped with the new concrete gun, they'll probably line up to give him their money.

edit: I just went googling and didn't find any concrete firearms, so Wellmer will have the field to himself. However, I did find a place called Concrete and Guns in Missouri, which sells firearms along with concrete fountains and statuary. Maybe he can sell his concrete submarines and his concrete guns through them.
