baffle plates

I have a quick question about the minimum requires for baffle plates

I have been told that :

if tank length > 0.1 of the ships length, min of 1 baffle required transversely
if tanks breadth > 0.6 of ships breadth, min of 1 baffle required Longitudinally

this is relating to ships with a length greater than 100m .

Could someone tell me if this is infact true and if possible post a like to any regulations etc relating to this.
