About lifting operation through hatch

Hello all,

Now, i meet one question about lifting operation through hatches.

the zone below the hatches is blind zone for the main deck crane, so i need to add one new crane(swl 5t), but when lifting, the load may crash other equipment, piping and structure etc in the cargo lift shaft. and the new crane should be used to lift injured person through hatches.

what is the difference between the cargo crane and personnel crane?

i do not know how to resolve.
