As far as I know all the societies have requirements for cut-outs and lightening holes. These are related to shape, location and admissible sizes. In general, and simplifying, it's shape shall not lead to stress concentration and the area and section modulus of the remaining section are to be sufficient to resist the projected loads (shear force and bending moments). Attached find an extract of BV Rules for Steel Ships on the subject.

Thx. Do the rules also cover aluminum boat?

These Rules are for steel ships but the same principles apply to aluminum structures. I've been looking in BV HSC Rules and could not find specific requirements. However, due to the special characteristics of welded aluminum, special care is required to avoid points of stress concentrations.
