Free plans or good plans? The two aren't often found together.

What do you mean by 'little'? ie. length/beam/displacement range you're looking at?

Are you looking at something like a 'BassBuster" or other small pontoon fishing platform?

You want a 7-foot pond barge?

Could just go buy some plywood and 2x2s, design it yourself in 20min with a ruler and pencil. It ain't that hard to make a box.

If you want something more sophisticated, look at http://www.instantboats.com/boats.html there's a few little punts and such there you might be interested in. They're really quick and very easy to build.
