Has anyone built the Aquasub?

I'm considering building the Aquasub. Has anyone built one. I haven't orderd the plans yet. I know it has a steel frame(coverd by fiberglass), I assume this needs to be welded together. The web site says it can be built for $1500. I was wondering if this is a realistic number. I'm new to boat building, I haven't decided for sure what I'm going to build. Any input would be valued.
