looks like you need to design a small boat that can received a dropped bottle of water from 15 cm high, that will not fail or allow any water into the boat when the water bottle hits the boat.

You have to estimate the weight of the finished boat, determine the max load on the boat caused by the dropped bottle, and determine how strong to make it, and how much freeboard (or height of sides above the water surface) you will need to keep water out of inside. And than make it as light as possible, so you would want some extra height to prevent splashed water from entering it, but not too much since it adds weight.

You might search the web for pictures of boats used in similar design/build contests. It will give you some ideas.

and also how do i attach the vertical part of the boat ?

Might be best to devide the boat in two stuctures. The hull itself and a collapsing superstructure (like shock absorber) taking the impact of the bottle and to hold it in place after the impact. my 2c
