The size is determined by how fast you go and how much money is available. Any other statements confuse the decision.

Not at all. There are structural and legal limits to engine size; money does not determine that. Each boat will need specific calculation to determine motor size and HP. There are many considerations including expected application, fuel economy, availability, etc.

Legaly for insuring the boat ,there is a load capacity and maximum horsepower for the boat on a plastic card near the steering wheel on most boats. Go over the horsepower or max. # of people and a insurance company does not pay for anything. You are commiting a crime. Simple?

Faster, biger engine,slower,smaller engine!

Power per unit of wieght will determine speed. A smaller engine that is lighter and requires less fuel can be faster. You need to consider the boat as a whole and not each component in isolation.
