I did similar test for a hovercraft skirt, not as fun as it looks. Expensive too.

I was making a temporay skirt to test the form of the bag skirt (template for the real thing). I used a nylon reinforced plastic sheet which comes in a 36 inch wide roll from the hardware store. It turned out to be an impossible material to work with, but at 99 cents a foot I can't complain too much. I kind of favored "Marine Goop", but nothing held up well for long. I ended up sewing it with nylon rope, I learned a lot from my failure. Still working on it.
