Clinker Hull Design

I have heard it said that a clinker type hull is faster than a smooth hull of the same shape. Is this so?
If so, why is it so?

In general, no way is the clinker lapstrake hull faster than a smooth one of the same shape. There may be instances where the laps might serve as longitudinal steps if the laps are reversed on the hull bottom of a fast boat. And then it might be possible to arrange some laps to work a turbulence generators to enhance laminar flow but that is getting pretty specialized.

It's possible to build a small clinker boat that is lighter then the same hull in other methods and it might be faster because of that. I am considering just a small pulling boat in this question because in all other regards the increased surface area in the bottom will almost certainly make her slower.
