white spots in fiberglassed bottom

The bottom of my boat has been epoxy and fiberglassed. It looks like the former owner did not know all that much about epoxy because there are a lot of white spots (not enough epoxy used or not clean surface) My question is how should I deal with these spots

Should I sand them down and lay glass over them again? Do I make small patches to cover them?

Looks like what you are describing are air bubbles. Either they were trapped under the laminate or it was layed on too dry.
