Static stability is the stability of the boat when it is upright and standing still as opposed to dynamic, the boat is moving, and may be in waves. Static means not moving.

Are you asking about Static Equilibrium?--When the resultants of all forces and moments acting on an object are zero.

For a floating rigid object, upright and at rest in a still liquid, the resultant of all gravity forces acting downward, and the resultant of the bouyant forces acting upward on the object, are equal in magnitude and are applied along the same vertical line.
